Implement query cache plan

When dispatch builds a query  (subgraph), this should be cached so the next time it can reuse it rather then create a new one

WorkflowChannel dispatch should release the readlock after building a subgraph

Therefore dispatching the workflow to the subgraph which is a copy with no relation to the actual graph (so the actual graph can be modified without affecting the subgraph)
